Civilization, and created by a collaboration between Firefly Studios and Firaxis Games, invites players to shift focus from building a multi-city empire and zoom-in on the great cities of the Roman Empire, culminating in Rome itself!
Advantages: sounds and music, somewhat Roman architecture, challenging Disadvantages: looks less Roman, outdated graphics, lots of flaws, historical inaccuracy, difficult to manage
CivCity: Rome comes from the same developers who brought us the games like Civilization 4, and so its is expected to do quite well even if not that much as Caesar 4. The packaging states that there are dozens of missions, I haven't been able to confirm that as I got bored playing it after about 3 hours. Every mission requires you to do either the same, or very similar tasks in order to progress to the next level. If you like Sim City and Caesar then this may be a game for you, but if you're looking for more in depth gameplay then stick with Civilization, the game that ...
