I think data bus speed is the culprit here.
The Front Side Bus (FSB) is the data channel that connects the processor, other chips, memory, and the video circuitry. The motherboard in this HP laptop runs at a pokey 100MHz FSB. A comparably-priced Toshiba (A45-S121) runs at 266Mhz FSB using the same 2.8GHz Celeron. The processor can support up to a 400MHz FSB.

Compaq also offer free software, from they web page via a points system. This works as follows, depending on what computer you buy you get awarded a number of points. You then go to there online web page and trade your points for different software titles. The HP iPAQ 214 Enterprise Handheld is an advanced piece of kit which you can comfortably take with you anywhere you go, almost like a mini laptop! It actually runs on a 624MHz processor, I remember my first ever PC which was 133MHz, that really does put more
