I built my site project-eutychus about a year ago using Dreamweaver. I paid around 300 quid on e-bay.
User interface
Dreamweaver has a graphical interface and using tables, you can drag and drop your content anywhere on the page to create the desired layout.
You can also opt for a coding view, which will show the raw code, or a split view which shows half and half.
The layout is good, and the best way to see what the buttons are for is to use them.
Tools
Dreamweaver has a lot. Css style sheets, extended tables, server behaviours, image resize are some of the tools I have used. You can use layers to produce some quite snaxxy interactive sites. It can interact with SQL databases and create and process forms using a graphical form wizard. So things like online Diarys, blogs, forums, polls and feedback forms, can be produce by a relative novice.
You can program in Html, asp, PHP and it supports css, cold fushion and javascript.
It has its own ftp for uploading files and this is very simple to use once you have entered your hosting details.
Ease of use
Well I have been playing for about a year and have only just discovered some of the more advanced features. You will need to do some background reading, even if you just want to produce a static HTML page. The best thing to do is to buy a book.
Future proof
You can use Macromedia exchange to downloadplug ins, many are free. Macromedia has been bought out by Adobe so dreamweaver could be completly rewritten. It should also be noted that the web a a whole has yet to catch up with developers and some browsers don't support features such as layers.
My opinion
Well once again, you get what you pay for. There are many web building progs out there for a lot less. This is excessive if you just want a site with a few static pages. But if you wish to get into web design then this package is easy to pick up with a bit of practice and reading.
I have built two sites using dreamweaver and the only restraints have been my poor presentation skills
