Paint shop pro 9 has all of the features needed for most uses. It is easy to create different layers and to merge them and there are good photo manipulation tools and art media tools such as oil paint, chalk pallete knife and others, as well as the usual paint brush, and simple didgital art tools.
There are hundreds of effects that can be applied as well as it being easy to download and install plug-ins, extra brushes and tubes or create your own.
Everything is well layed out. The digital camera noise removal is good but can be hard to get perfect results first time and often manual manipulation is needed to get a proffesional look but on whole this a very good program.
