These fairs are growing in popularity so get there early or you'll be waiting for ages and all the bargains will go! Try "Bowlers" in Manchester, it's an indoor cricket ground that everyone knows well.

Golden rule is CAVEAT EMPTOR (let the buyer beware). If you are buying something small it could be a gamble, if you are buying something larger make sure you know who you are dealing with and if possible test it yourself or get a good demonstration.

Here's some tips:

1 - Ask if they have a proper shop somewhere.

2 - Take a test unit to test any hardware you buy
(or insist on a demonstration if practical)

3 - Use credit cards wisely. You may get insurance for expensive items but it could also end up in fraud.

4 - See if you can get a written guarantee.

5 - Don't rush in if you see something cheap. There may be something better and cheaper on another stall.

6 - If you're not sure what you want or whether there are compatibility issues (like which is the best graphics card for playing unreal tournament on a PC using an Intel coppermine and an AWE 64), talk to other punters - there will be some real experts there who will give you a couple of minutes of their time.

7 - Don't leave too soon. Just like any other markets, some prices will come down towards the end of the day so the traders won't have to pack up big things like monitors or cases.

8 - If you are in the trade, ask for discounts for buying in bulk just make sure you don't end up with a car full of non-writable CD's.

9 - It's more fun if you go with a few mates (prefereably one's who have been there before), as well as helping you carry stuff and guard stuff you can advise each other and keep your eye's peeled for things you all want. You also have enhanced persuasive powers in the event of you getting ripped off.
