Advantages: Good for viewing pictures, if it's the only image editor on your PC! Disadvantages: Very basic, dated, a lot more products available that do more.

Microsoft Photo Editor is now a dated program that is not up to today's standards. I would not use this by choice.
Microsoft Photo Editor is the only graphics viewing and editing program that I have on my computer at work, and it's a shame it's the only one I have the opportunity to use. I run Windows 95 at work, and this is one of the older programs that were released near to the time that this version of the operating system was released. When it was released it was probably marvellous and the image editing was a break through in software development. But, this program has definitely lost its appeal.
The mean reason that the company I work for uses it is because it has the option to import images from input devices, this being the company scanner. Using the program for this task is very easy, it's a very simple click and scan option. There has never been any problem with this.
Installation *************** Installation was very easy and was your usual agree to terms and conditions and click a few next buttons. This is all very standard and easy to do.
Help Files *************** Very clear and everything is there that you could possibly need to know. This program is pretty easy to pick up from just playing around with the different features (there's not really a lot!)
The main features *********************** One of the main features of Photo editor is the chance to add effects to part of your image or to the whole image. The effects include sharpen, soften, Negative, Despeckle, Posterize, Edge, Chalk and Charcoal, Emboss, graphics pen, Notepaper, water colour, stained glass, stamp and texturiser. Some of these give some great effects to images, especially the Chalk and Charcoal option; this can turn an ordinary photograph into a piece of art that completing changes the look.
There are some very basic tools on the toolbars, the main ones being, sharpen and smudge, which is used to do just that to parts of your image, there are settings for the brushes on these tools to give different desired effects.
Problems ************** I haven't really had any problems with this application, it loads and runs nice and smoothly and it has never crashed. But, because this is an older program it doesn't support a lot of file types and this can be a pain.
Conclusion ************* This isn't really that good of a program any more, the special effects are limited, you cannot touch up areas of your images, and you can only smudge or sharpen. And this tool usually gives some terrible results. This is a very basic package and should not be purchased. There are dozens of photo editing software packages available and I think I'd rather use one of them than use this. The only reason I use this is because it's the only image editing software I have on my work computer. I also have paint, and when wanting decent effect, paint isn't going to do that either. If you are looking for a crème de la crème of photo editing software, then Adobe PhotoShop is the program for you! All the top companies use it from movies and magazines to web site designers, but be warned this program can cost hundreds of pounds, but using earlier version will cost less.
