...money to do it, the PHP and MYSQL are fit you. MYSQL is a small but ability Database sever software, which support for standard ANSI SQL, and UNIX, Windows NT or Windows 95/98.
PHP is a sever explain language, the same as the ASP. but PHP code will chansfer to normal HTML page. That made us to do the complex tasks. PHP support the MYSQL, also support Informix, Oracle, Sybase, Solid, PostgreSQL, etc.
At present, PHP and MYSQL is the best language ... ...the database from the MYSQL. PHP 4.0 is the new type of PHP programme, which have some different from the PHP3.0.
Make install for Mysql(use gzip and tar): gunzip < mysql-xxxx.tar.gz | tar xvf-(* xxxx is the code number, e.g. mysql 3.2.3)
Install for PHP is better under c:\PHP3(or PHP4)
But I must say that MYSQL + PHP with the UNIX is better, so you need the UNIX software, download it and install. you must use the order:
./configure-with -apache=/path/to/apache/dir ...
