Last Friday about 9am I was nearly hit by a potentially off duty BSM Driving Instructor using his mobile phone while driving. It was along by Fulham Broadway, he had wavy dirty blonde shortish hair. He had the phone he was using either to dial or text with at the bottom of his steering wheel so it could not obviously be seen by another car driver. This meant that he was looking down. He probably didn't notice me which is unsurprising and I didn't manage to get his numberplate I have tried contacting BSM for the correct procedure to complain, but have had no response to my emails so far.
