Because this is a VGA cable one end goes in your PC or laptop and the other in the back of your TV. It really a s simple as that. Some really older pcs might not have the port however anything newer than 5 years should definitely have it.
There are 2 screws on each of the ends which are there to screw into your pc or laptop and then your TV as well. This just ensures that the connection is always there as they sometimes tend to fall out if you don’t screw them ...
