I am unable to give a definitive answer, suffice to say the book is re-published every three years or so and is eagerly awaited in our house. It does not matter if the restaurant you wish to review is already listed, in fact it's probably better because multiple reports will better help the editorial team give the best representation of the restaurant in the book.
