pentium d 935. extreamly good and very cheap
Review of Intel Pentium D 935 / 3.2 GHz processor by kirkyjj

Advantages: very fast, capable processor, very cheap
Disadvantages: faster fan needed for overclocking

Recommended CPU - 3.2GHz Dual core
Review of Intel Pentium D 935 / 3.2 GHz processor by gs.2003

Advantages: Excellent games processor, very fast, stable, quiet

Bear in mind I am running a gaming ASUS 975 chipset motherboard - with stability and overclocking features and still only managed 3.5GHz and it wasn't 100% stable ... Read review
