I have built a couple of websites using this product and have found it both effective and easy to use.
You are getting a product that is just as good as the likes of Microsoft Frontpage but you are not paying the higher price.
The product follows the usual format for these types of things with mechanisms for graphically producing a page. The raw HTML is available in another view and can quite easily be edited if you want more control.
The editor comes bundled with a closely linked graphics editor that allows you to produce banners for your site . You can also create buttons that can be used in menus using Javascript rollovers. There are tutorials that explain all the features and, for example, will guide you through the process of creating a button.
The product also has support for more advanced features like PHP and MySQL, I have not found this area to not be quite as good. It requires the installation of server software and the wizards produce complex code it is hard to see into. The site I produced had some PHP/MySQL and I still used Namo but just didn't use the wizards to write the code (I hand coded it in the HTML view). This worked fine and I tested the pages using EasyPHP which I had installed locally.

So I think it would be fairly easy for someone with some basic computer knowledge to produce a reasonable website using this software by using the more graphical approach. The product is also useful for more advanced users who don't have a big budget.
