Somehow we are not being given the full picture here when it comes to the reality of spreading such ideas and more importantly where is the money really coming from?
Did you know that a developer has to pay VAT on supplies used to build on brown field sites,
But not green. Regional development grant finance is not as an attractive package for inner city authorities to sanction from budget. Greenfield Utility installation costs are covered by the Tax payer/private initiative where as the repair & upgrade of older delivery systems on brown sites requires local authority input/aid.
Now I don't mean to blither on but seeing my local towns 65-100K people business redevelopment plans stop due to Downing Street intervention upon concerns on how such a plan can be implemented in such a small area encompassing productive green field sites.
