I work for united utilities call centre and i have to put up with people like you complaining every day. I'm not foreign OR useless, but can assure that i dont get paid enough to listen to your shit.
First of all, Rateable Value - not something United Utilites calculated, it is something that was calculated by Inland Revenue which (unfrotunately) was frozen in 1990, there is no way to change it. It's based on the size of your property, the size of the garden, the amount of bathrooms and the area condition, i.e whether its close to any local shops, bustop's, lamposts etc. If you don't like it get a water meter (this IS something UU made so that people who aren't happy with RV, people like you, would be better off), they're free of charge to fit.
Secondly Occupier Letters - Occupier letters are sent by us because alot of morons 'forget' to tell us that they're living in the property and after two years of living there, they finally think to give us a call and get charged for two years of water at once, then they complain about the big bill they get. Occupier letter's are there as a reminder to help you.. not us! If we have moved you in a week before the date you actually moved in then it's a simple mistake, most likely the previous occupier told us you were living there at an earlier date... we're not psycic, we can't trace your every move, we do need to be informed. And a week wont make much of a difference, an extra couple of quid on your yearly bill. WOW!
Lastly, give us some slack, us customer advisors get yelled at every second of every day and are working in a place where the air conditioning is broken 24/7 the managers are always on our backs and the systems go down whilst trying to deal with call after call. If you don't like paying for water, then that problem can easily be solved. We'll turn off your water, and you can collect from the gutters, oh wait, United Utilities pay for that too. Oh well, Tesco's currently are selling water 2 bottles for a pound, if you think you can wash and shit in that then feel free.
