Berlin by night is a fascinating exploration of a city long divided in two. The best possible use of this is made in the setting with two different princes, one for east and one for west Berlin, and all the mayhem which that can cause. No prizes for guessing that there are people who exist in both halves of the city. When I played in this (i.e. as a player) a long time ago when it was brought out in its own supplement it was an entertaining and interesting setting. It still is, when you have it sitting in front of you. It also includes, as its major scenario / story, one of the most manic, chronicle-shattering stories of all time; I won't spoil the plotline here, but I will say, it's worth running it, even though it has odd implications for a chronicle. BBN includes the usual coterie chart, which helps in working out the relationships between characters, and full and useful write-ups of the NPCs. It also includes, in the various descriptions of the different places, little titbits of information which could be used in writing up your own stories. What it lacks is a list of story seeds, as in CBN, to extend the chronicle in a direction other than the single supplied super-story. Los Angeles by night is radically different. The most likely use for LABN is if you have a coterie of anarchs which you are running to, and need a new city for them to go to. LABN is utter chaos - in character, that is, the supplement is well laid out and tries to assist the storyteller in deciphering that chaos. There are a number of different anarch gangs running different parts of the city and no clear leader. There are plots galore here, and a number of outside forces trying to muscle in on the city, or cause trouble in other ways (naturally including the Sabbat - I don't think that is much of a spoiler. The most disappointing thing about LABN for me is that there are no coterie charts - I found them a very useful way of keeping track of these things. One key note - LABN is more of an Anarch's Cookbook than the supplement itself is. If you want good ideas for Anarchs, look here. This is a supplement for Storytellers with Anarch PCs, or Archon PCs potentially; or for Storytellers who want to run something in Europe.
