Well to do merchants, The magic users (who have the money to buy the silver that powers magic). This is a clean peaceful area. The private armies keep it so. There is the street of the Gods, where all the major religions and cults have a temple. You're nobody unless ... ...Garrett knows to his regret that ALL the gods are real, just not very nice.
Then there are the other areas. Places where the ordinary citizens try to live and work. Areas where the other races tend to congregate.
