This site has more to offer than just computers however that is what I'm here to talk about. Ebay provides the user with the oppurtunity of saying how much they are willing to pay for it and no more. This provides the user with consumer sovereignty and an enormous amount of power when trying to buy something you actually want and at a reasonable price. You start by creating your own account much as on does when creating one's E-mail account whether it be with yahoo, hotmail, or whomever. The only difference being it asks for some financial details, for this you will need your credit cards details. This validates you account allowing you to bid on items. The way that ebay works is basically the same as any auction sellers from around the world meet in the same place all offering their products. Some products have a reserve set on them meaning that the seller won't sell until a certain price is met, however the layout of the page will tell you whether or not the reserve is met. Once you are the highest final bidder within the time allocated for the item. You win this system legal binds the highest bidder to pay the seller. The method of payment is normally dictated by the seller I personally having bought three laptops recommend using I-escrow. They charge a fee for this service but it's worth it. What they basically do is receive your payment and hold on to it until you receive your goods then they forward the money to the seller. This is useful when the seller doesn't send the goods because i-escrow will only send the money when you tell them to so you can keep you money if the guy is running a scam. Shipping again is dictated by the seller however things can often be worked out if you are willing to pay. The goods are insured and shipping to China only took three days from the states for me, so I was more than happy. Final note being that you can also localise your search if you don't want to pay huge transport costs, however this does narrow you r choice a little. Happy shopping
