I started looking around the various options, pricing things up, seeing what was available and I came across Ghoulnet. From the blurb on their site they seemed to have a very reasonable service at a very low price (only £25 for a year with 25Mb space and 5Gb bandwith per month - although this price has increased to £35 per year since 14th Feb).
... ...you didn't have to pay be credit card, you could send them a cheque in the post - vital for me because I don't have a credit card.
Ghoulnet offer Perl 5, Server Side Includes, full use of the cgi-bin, Frontpage extensions (although I haven't used them) and PHP as standard in their packages. For a small additional admin fee you can have mySQL as well.

However, the real clincher for me was that you didn't have to pay be credit card, you could send them a cheque in the post - vital for me because I don't have a credit card.

I have now been with Ghoulnet for just over two months and I have had very few problems with them. The only one, in fadct, that I did have (I inadvertently locked myself out of admin access on my first day - can you say Doh?) was resolved immediately by them and without charge.

If you want something more than free web hosting but don't want to pay the earth, then I can recommend Ghoulnet.
They are UK based (but I believe they will take customers worldwide), and specialise in hosting, no dial ups.
Current prices are £25 UKP for 12Mb 12 months, including domain registration.
