I believe like Microsoft's operating system, the only reason Paypal exists is because it benefited from early positioning in the market. The level of the charges is ridiculous. And the absence of protection and recourse when there is fraud and someone doesn't send the product your paid for (which happened to me twice) makes Paypal an accomplice of Internet thieves. I can put up with fees, but I can not accept that a company strips its users of any recourse when fraud occurs. I lost several hundreds of dollars just because I made the poor choice of using their service as I wasn't aware that the seller wouldn't honor his or her end of the deal. The fact that Paypal guarantees only eBay transactions makes it a payment option that should not leave eBay.
Add to all this the fact that their website, which essentially hasn't changed in 5 years, tirelessly tries to make you pay from a Bank account instead of by credit card just so that they make more money off you is insulting. If they charge those high fees, they shouldn't try and manipulate you into using one form of payment or another.

The other side is true, too, there's no protection against chargeback when the buyer decides to tell the credit card company someone used their card, paypal pay the money back and the seller lost money and product. Paypal are hiding behind their protection (validated address or whatever they call it today) but what thief gives their true address when they defraud.
