Hull's a pretty miserable place but as far as I know they're not so desperate as to accept RATS :-) No doubt it will depend upon the particular course and how many applications they get. Contact the University - they almost surely have statistics available.
Your best bet is probably to contact the university. Upon having a quick look on their website (can be found via Google) the university appears to accept all A levels including General Studies and Critical Thinking. Individual course requirements will vary though so it's worth getting in touch with the department you want to go into to see what they want. Hope that helps...
The acceptance rate will depend on which course you want to study on, and what a-level courses you have taken. I expect, however that some universities will be short of students this September because of the fee hike, so might drop their grades more than usual to fill up places through clearing.
