Riga.

Advantages: Cheap, friendly place to visit, interesting architecture.
Disadvantages: Might not last too long in its current state. Freezing cold in winter.

Riga in General

Advantages: Nice old town and art nouveau area
Disadvantages: Outside of Riga not so nice
